Functional damage, cosmetic marring, and the difference that decides the claim
This is a real module out of the Storm & Damage Assessment track — not a teaser, not an outline. It is the whole thing, exactly as an enrolled student reads it. If it is useful on your next roof, the other 43 modules are the same.
Two contractors climb the same roof. One comes down with "it's hailed, we'll get you a new roof." The other comes down with a slope-by-slope hit count, soft metal corroboration and a directional pattern that matches the storm report. Only one of them is still in the file after the adjuster's inspection. The difference is not confidence. It is method.
This is the line the entire claim turns on, and most contractors have never had it defined for them.
Functional damage is damage that reduces the material's ability to shed water or shortens its useful service life. On asphalt: a fractured mat, a bruise that has crushed the mat fibers, granule loss down to exposed asphalt, a puncture. On wood: a fresh split through the shake. On metal: a dent that fractured the coating, opened a seam, or backed out a fastener.
Cosmetic marring is damage you can see that does not change performance. A dimple in a steel roof panel. A scuff on a ridge vent housing. A dent in a gutter face that still drains. It looks bad. It is not a leak and it is not a shortened life.

Hail damage is random in placement, varied in size, and consistent in character. Memorize that sentence. It is how you find it and it is how the adjuster confirms it.
Thin single-layer mat. Hits show as a dark, roughly circular area of granule loss with a soft center. Press it with your thumb — a bruised hit feels like a soft spot in a ripe apple, and often makes a faint crunch as the mat fibers separate. Older 3-tab throws granules easily, so verify the bruise. Granule loss alone on a 20-year-old 3-tab is not automatically a hit.
Two layers bonded together, so the top lamination hides the story. A hit reads as a bruise you feel before you see it: the surface dimples slightly, granules are displaced in a circle with a defined edge, and the mat underneath is crushed. Run your palm flat across the slope. You will feel the bruises before your eyes pick them up. Where a hit lands on the exposed lower lamination, the mat can be fractured clean through and you will see it from the back side when you lift the tab.
These are built to survive a 1 3/4-inch or 2-inch steel ball from 20 feet without back-side cracking. They mark up and still perform. A Class 4 roof with granule displacement and no mat fracture is doing exactly what the homeowner paid for. Do not write it as functional damage because it has spots on it.
A hail split is fresh: sharp edges, light-colored wood in the split, no weathering, no moss, and there is an impact mark or dent at the origin point of the split. A weathering split is grey through the whole face, follows the grain from an end, and has no impact mark. Photograph the origin, not just the crack.
Latent damage: some hail-fractured mats do not open up for months. A bruise you find today that has not opened is still a shortened service life. Document the bruise and the date. Do not oversell what it will do.
Shingles argue. Metal does not. Soft metals are the most honest witnesses on the property, because a dent in aluminum is a permanent record of a specific impact from a specific direction.
Work this list on every hail inspection, in this order, before you ever set the ladder:
What you are looking for on each: a round or oval dent with a bright, unoxidized center where the coating or oxide layer was disturbed. Old dents dull down and oxidize. Fresh hail dents are shiny. Look for spatter marks too — the light circular clean spots on dirty, chalky or oxidized surfaces where a stone knocked the film off. Spatter is one of the cleanest date-of-loss indicators there is, and it is nearly impossible to fake convincingly.
No marks on the soft metals means no hail of consequence hit that house. Believe the metal. It has no incentive.
If the gutters, vents, screens and AC are clean and you think you see hail on the shingles, you are looking at blistering, foot traffic or manufacturing defect. Stop, and go look again.
Half of the denied claims in this trade are honest mistakes by contractors who never learned the lookalikes. Learn them once and you stop writing files you cannot defend.

The one-question filter: is it random in placement and varied in size, with the soft metals telling the same story? If the answer is no on either half, it is not hail.
This is the core skill of this module. Do it the same way every time and your files become boring to adjusters — which is exactly what you want.
A widely used carrier convention is 8 or more hits per 100 square feet on a slope to consider that slope compromised. Some carriers and some regions use a different count, some evaluate per elevation, and some use a percentage-of-slope approach. This is convention, not law, and it varies by carrier and by region. Verify what the carriers in your market use — then hold to it.
One slope is an anecdote. Four slopes and four elevations are a case.
Hail comes in on a wind vector, so the counts should be lopsided in a way that matches the storm's direction of travel. Build that picture every time:

Now check whether the story hangs together. Heavy counts on the west and north slopes, dented west-facing gutters, flattened fins on the west coil face, punched screens on the west windows, clean south elevation — that is a west-moving storm event, corroborated six ways, and no adjuster on earth is going to fight you on it.
What should stop you cold: uniform counts on all four slopes with clean soft metals. Hits concentrated only inside the chalk square. Hits on a slope that is fully shielded by a taller structure. Damage on a vertical surface with none on the horizontal above it. Those patterns are physically wrong, and when you see them you either misidentified the condition or somebody got to the roof before you.
Photograph the clean elevation with the same care as the damaged one. The clean side is what proves the damaged side.
Sometimes you climb down and the answer is four hits on the worst slope. Say it out loud, to the homeowner, on the spot.
That conversation costs you a job today and buys you the street. The neighbors talk. The homeowner who was told the truth is the one who calls you when the real storm hits, and refers you in the meantime.
Creating damage is insurance fraud. There is no softer word for it. Beating a roof with a hammer, a ball peen, a chalk bag full of ball bearings, a screwdriver handle, an ice mallet. Scraping granules with a wire brush. Denting gutters with a dead blow. Bending fins with a screwdriver. Every one of those is manufactured evidence submitted to a carrier for payment.
Understand exactly what that is. It is not a gray area, it is not aggressive sales, and it is not "helping the homeowner get what they deserve." It is fraud. Claims cross state lines and move by wire and mail, which puts federal charges on the table alongside state charges. People in this trade lose their license, lose their company, pay restitution, and go to prison for it. The homeowner who signed the paperwork gets dragged into it too.
And you will get caught, because fake damage looks fake. Manufactured hits are uniform in size and depth, evenly spaced, and concentrated where the contractor was working. There is no matching spatter on the oxidized soft metals. There is no corroboration on the screens, the AC, the fence or the mailbox. The fracture edges are fresh while the surrounding surface is weathered. Adjusters see hundreds of roofs a season and pattern recognition is their entire job.
The rule: you document what the storm did. You never add to it. Not one hit. Not once. Not for anybody.

Put a lumber crayon, a chalk line, a quarter and a small ruler in your roof bag this week. Every inspection from now on gets a chalked square on every slope with the orientation and the count written inside it, and a soft metal sweep before the ladder ever comes off the rack.
Then run one honest self-test on your next five inspections: on each one, write down your hit count before you decide whether you want the job. If your counts move depending on how badly you need the work, you do not have a method. You have a hope. The guess hopes it works. The system knows it works.
